Administration and Announcements
President Johnea Kelley opened the meeting and members were asked to introduce themselves to the group.
Programs
Aaron Earwood, resident engineer on I-85 widening, gave an update on the project and talked about the notification process. Roxboro is currently closed for new culvert, but will be open by mid to late October, weather permitting. There will be major re-routing of traffic flow as various ramps are closed and they use the north-bound detour. Watch the message boards. NC-DOT also does press releases and flyers to affected neighborhoods to let everyone know what is happening. They are working on a web site, but it is not yet available. Sound walls can’t be done in the section with detour until traffic is off the detour. Also the retaining walls will have more attractive permanent facing. John Compton suggested having quarterly public meetings to give updates. Call Michelle Long at 733-2210 to update the neighborhood contact information NC-DOT has, since notification with all the changing roles and players continues to be a challenge.
Caleb Southern gave an update on the East End Connector, which is now #1 priority project.
Durham Voter Coalition – Melvin Whitley presented their Good Neighborhood Crime Prevention and Appearance Issues Wish List.
Mike Shiflett invited people to participate in STARS, which meets quarterly (next meeting in December) to deal with repeat offenders.
The Neighborhood Summit will be October 19 and will deal with housing issues.
By-laws change – The “fiscal year” has never been defined and in fact different starts to the year have been used over time. Also INC has replaced officers who resign but has never had a process to deal with officers who don’t resign but act as if they have. Mike Shiflett moved and John Dagenhart seconded that we adopt by-laws to deal with these two issues. The motion passed.

Pat Carstensen suggested INC and neighborhoods will want to look at the position papers on the Unified Development Ordinances on the web, since they will be the framework within which development happens in the future.
