The meeting was opened by the President Mike Shiflett.

Programs

The first speaker of the evening was Dick Hails, Interim Director of the Durham City/County Planning Department. He shared information relation to Envisions for Durham’s future. He talked about the 2020 plan and how it related to rural neighborhood’s, compact neighborhoods and areas such as Rougemont. He pointed out that as far as transit is concerned implementation needs to be carried out without too much impact on neighborhoods. Features of the plan are pedestrian parks, compatible mixed uses improved transportation choices and distinct urban and rural areas. He displayed a prototype of a compact neighborhood with high density in areas of transit in place and saving and creating open spaces to improve the quality of life.

In participation with the Transit Authority there is a vision of three in-town transit stations. This new development will have street tree requirements which are much stronger that those currently in place.

There is also a Comprehensive Plan Update in progress along with the creation of a Unified Development Ordinance which are anticipated to be two year projects.

The second speaker was Juanita Shearer-Swink, Transporation Planner for the Triangle Transit Authority. She handed out conceptual plans for the areas considered for the transit stations and the concentrated development that would occur around them. The considered areas are: 10 Duke Medical Center East Area; 2) Downtown Site; 3) Alston Avenue Station; and 4) the Miami Boulevard South RTP site. She indicated that the Environmental Impact Study should be completed early next year. The 5 to 6 hundred million dollar project will be funded with a 5% tax on rental cars along with City, State and Federal Funds. This constitutes 20 miles of track at $20 million a mile.

The third speaker was Kim Willis of the Animal Control Advisory Board. She said they are basically two organizations, one being the County Animal Control Department which enforces ordinances and the second being the Animal Shelter which cares for animals.

A fully staffed department with 7 officers investigates complaints, communicates, educates and provides necessary warnings along with enforcing the Animal Control Ordinance.

Other Business

Pat Carstensen made a motion to support the bond referendum which was seconded by Robert Larson. The motion passed and Mike was asked to write a letter to City Council in support of the referendum.
