DPNA Meeting Minutes
Regular Monthly Meeting
March 11, 2004
Board Members Present: Carol Donin (President), Andrew Preiss (Vice President), Pam Campa (Treasurer), Rob Dilworth (Secretary), Esther Bent (At-Large Member), Jesse Eustice (At-Large Member), Peg Lanier (At-Large Member)

1. Treasurer's Report
Pam Campa reported that there is $3,726 in the DPNA's bank account.
Barry Ragin said that Stone Bros. and Byrd will do fund-raiser for the DPNA on April 3.
2. Partners Against Crime, District 2, Report
Peg Lanier was out of town and missed the most recent meeting. At the preceding meeting, at which members of the city council were present, Peg expressed the neighborhood's concerns, esp. about the traffic problems at the Mangum-Markham interchange.
3. Inter-Neighborhood Council Report
Esther Bent was not able to go to the last INC meeting. She suggested that perhaps Bill Anderson could represent the DPNA at future INC meetings. Jesse Eustice, who had been in contact with Bill, reported on some of the INC's priorities for this year (discouraging the parking of cars in yards, resolving problems with speed bumps, etc.).
4. Park Update
Andrew Preiss reported on his research about "scooping-poop" ordinances in Durham. Apparently, it's illegal for a pet owner not to scoop poop on private property, but there's no ordinance about scooping poop on public property, such as city parks. Andrew will draft a DPNA resolution, which the board will review, encouraging the city and county to create an ordinance that prohibits pet owners from not scooping poop on park property. The DPNA may try to get support for this resolution from other inner-city neighborhood associations and the INC.
Andrew confirmed that the pool's fence is down and that the pool has been filled in. He hopes that we'll have new playground equipment for the park by the end of the summer, but the schedule for the park's renovation is still uncertain.
5. Brochure Update
Rob Dilworth said that he hopes to have proofs of the DPNA brochure ready by mid-April for the board's review and approval. At the same time, he hopes to present the board with a paper-and-printing budget for approval.
6. Spring Clean
This year's "Spring Clean" will be on May 1. Esther Bent will line up volunteers in advance of this event.
7. Miscellaneous Items
*April DPNA Meeting: The next DPNA meeting will be on Thursday, April 1, at 7:00 p.m. at Grace Baptist Church. Our regularly scheduled meeting (on April 8) has been canceled because of a scheduling conflict at the church.
*Second Annual North Carolina Neighbors Conference: This conference will be held on May 14-15 at the Durham Marriott and is advertised as follows: "Neighbors from across North Carolina will come together to share ideas, best practices, and resources that will build stronger neighborhoods." *Caleb Southern: We still may try to get Caleb Southern, a community activist, to speak about traffic issues at an upcoming DPNA meeting
